The Lebanon County MH/MR/EI Program and the Lebanon County Commission on Drug and Alcohol Abuse (LCCDAA) are operated by Lebanon County as separate departments under the County Commissioners. The Lebanon County Commission on Drug and Alcohol is designated as the SCA for state law purposes.
The Lebanon County MH/MR/EI Program directly operates the BSU, which is under the authority and direction of the County MH/MR/EI Administrator. The BSU includes three levels of case management: administrative case management, resource coordination, and intensive case management. Lebanon County contracts with a variety of community-based organizations to provide a range of treatment and rehabilitative services. These services include psychiatric inpatient treatment, psychiatric outpatient treatment, partial hospitalization, supported living services, social rehabilitation services, family support services employment services, residential services, vocational rehabilitation services, student assistance programs, and family based mental health services. A number of providers are under contract with the Lebanon County MH/MR/EI Program, but the three primary agencies are Philhaven Hospital, Community Services Group, and Pennsylvania Counseling services. Lebanon County has an active CSP committee.

LCCDAA is administered under the general authority of the County Commissioners. LCCDAA also works closely with a 15-member advisory board, or Executive Commission. LCCDAA has an Executive Director, administrative support, Prevention, and Case Management staff.
